France fully supports Germany and the Czech Republic in the face of Russian cyberattacks
France fully supports Germany and the Czech Republic, which recently accused Russia of carrying out a cyberattack campaign targeting different institutions via the group, APT28.
France is familiar with this threat. In October 2023, France’s cybersecurity agency, ANSSI, identified the tactics, techniques, and procedures of this group, which has also targeted French organizations, including governmental entities, businesses, and universities, as well as research institutions and think tanks.
Faced with the Russian cyber threat, France is working with its partners to do everything possible to bolster its ability to adapt to cyber threats and ensure business continuity, particularly in light of the upcoming EU elections and the Paris Olympic and Paralympic Games. France will use every tool available to counter this threat, in compliance with international law.
In addition, France reiterates its commitment to abiding by the norms of responsible state behavior in cyberspace, as approved by the UN, which should guide our collective efforts to foster an open, safe, stable, accessible, and peaceful cyberspace.
